The Nishitetsu Inn Fukuoka has an excellent river view on one side. We were able to enjoy views of the cherry blossoms during the day and the lights and signs at night. The breakfast room is also nice with views across the city in most directions. The only downside we found was that taking a shower ends up flooding the ledge that runs from the shower over the sink and to the far wall. So anything you put on the ledge (like a cosmetics bag or shaving kit) is going to get wet.

Good Cheap Hotel

The hotel is located within walking distance of a station and Canal city. It had a nice deep bath tub and good room temperature controls. My only negative was that the pillows were a little too stiff for me.
